Cabinet Office minister Pat McFadden has ruled out conscription in the UK but says that we “have to recognise that the world has changed”.

He says that Europe has to “step up in terms of its own defence” but says that the three years of the war in Ukraine has shown “just how fast the battlefield is changing” and that “you would not spend that money today on the same things as you would ten years ago”.

When asked about where the increased defence spending will come from, Mr McFadden says “the state has to reform”, and that “there could be” cuts to the civil service headcount.
